Mr. Inra Jaka, a Cham artist and intellectual, embarked on a journey across the globe to explore the culture of the Champa, one of Southeast Asia's oldest civilizations with a history spanning over 2,000 years. After extensive travels, he chose to return to his hometown of Mỹ Nghiệp Village in Ninh Thuận province, Vietnam, the birthplace of Cham culture, to safeguard the traditional art and culture of the Cham people. Every city in ASEAN has a unique waste problem but the solutions are always the same.Saensuk Subdistrict Municipality in Thailand has launched a three-part campaign to promote community-based tourism and invest in equipment to filter small-sized waste during beach clean-ups. Located in Chonburi province, Saensuk's Bang Saen Beach is a popular tourist destination facing persistent waste management issues. According to research, 30% of the waste comes from littering and tourism, while 70% is marine debris from the Gulf of Thailand.In 2020, Mayor Narongchai Khunplome signed an MoU with Kasetsart University and the National Research Council to transform Bang Saen into Thailand’s first zero-waste beach. The strategy includes: 1. Upcycling oyster shell waste 2. Developing community-based tourism 3. Organising volunteer beach clean-upsOyster farms, located north and south of Bang Saen, produce waste combined with nylon ropes, making disposal difficult. To tackle this, the municipality supports initiatives like the Khao Sam Muk Community Enterprise, which turns discarded shells into decorative items, flower pots, and high-calcium liquid compost.Saensuk is moving towards a more inclusive waste management approach, actively organising beach clean-ups. Saensuk City: Mission to Zero Waste Beach
City-level policymakers can be eco-heroes too, city-wide environmental solutions involve many partiesSeberang Perai, a coastal city interweaved with industries, fisheries, and agriculture, boasts the highest recycling rate in Malaysia at 52.16%, with ambitions to reach 70%. This target is higher than the national target of 40% by 2025, and the baseline average of around 33% (source: Recycling habit needs a boost | The Star).The Seberang Perai City Council or Majlis Bandaraya Seberang Perai (MBSP) focuses on a circular and green economy. They aim to treat 100% domestic solid waste using strategies like waste-to-protein, waste-to-compost, and waste-to-energy. MBSP even connects recycling industries that lack supply material with communities such as fishermen, foreign workers, and residents to collect recyclable waste. However, despite being Malaysia’s leading city in terms of recycling rate, and circular and green policies, MBSP is having difficulties convincing local communities to participate despite their high awareness of waste management issues.A lot of groundwork still needs to be done daily to push for environmental solutions in his community. Seberang Perai: The Super Waste Management City
Without community empowerment and data, successful disaster prevention and management cannot be complete.Prik, a small subdistrict municipality covering 5 square kilometres with a population of 6,500, is located within Sadao district, Songkhla. Its community, mainly rubber and fruit farmers, relies on the U-Tapao Canal and Khlong Prik for their livelihoods. Due to its tropical monsoon climate, the area faces frequent water shortages and floods. Shifting rainy seasons harm crop yields, while severe floods destroy infrastructure. Prik has experienced recurring floods every decade since 1987, with one of the worst occurring in 2000, prompting the city to enhance its disaster prevention and management efforts.Mayor Suriya Yeekhun, in office since 1999, is dedicated to transforming Prik into a leader in disaster preparedness. He advocates for Sustainable Development Goals (SDGs) and community-based disaster risk management. Prik now has a comprehensive city-wide disaster management plan, covering warning systems, nursing, accommodation, welfare, evacuation, security, and data collection.The strategy is divided into three phases: preparation, response, and recovery from floods.Technology and data play a crucial role, with vulnerable groups mapped for prioritised evacuation, and rescue routes, risk areas, shelters, and response centres identified using geographical information systems. Studies of the geology and hydrology of affected areas are conducted, and feedback from disaster victims is gathered to ensure proper aid and counselling. The plan also assesses the flood's impact on utilities like water and electricity. Real-time weather updates and early warnings are shared through social media and a mobile app.The community-based approach focuses on training residents to use IT for disaster management and educating emergency responders and volunteers to coordinate rescue efforts. Volunteers and committee members form a disaster prevention task force, consisting of community leaders, disaster mitigation and civil defence volunteers from all seven local communities.
